A) Application form Part-I (Click to Download) along with the below mentioned documents (four copies of each).

• Attested copy of proof of residence of owner/publisher/Printer and the Place of Publication.
• Attested copy of Printing Press Declaration.
• Photographs (attested) of Applicant/Publisher.

The application forms and all its enclosures are sent to the respective Districts DCsP. Verification for criminal record as well as antecedents of Owner, Printer, Publisher, Applicant, Place of printing press and place of publication is done. Also, the same form is sent to registrar of Newspapers of India where the title proposed by the applicant is allotted.

    For authentication of declaration

B) The applicant needs to file declaration and submit the following documents after the title is obtained:-

• Form B (four copies) Click to Download.
• Affidavit Click to Download.
• Three specimen signatures of the publisher and one passport sized photograph, duly attested by a Gazetted Officer of India.
• Photocopy of declaration of Printing press(s) where the Newspaper / Periodical / Magazine / Journal will be printed, duly attested by Gazetted Officer.
• Copy of title approval letter that has been issued from the office of the Registrar of Newspapers of India.
• Resolution letter copy and memorandum if Company/ Association/ Firm are the owners.
• Proof of income attested by GOs.
• Residential proof attested by GOs.
• If the owner is not Printer/ Publisher, copy of appointment letter of Publisher/ Printer.

The appointment letter from the owner needs to be submitted if the publisher is not the owner as proof that the owner has appointed the printer/ publisher of newspaper on his behalf.

Publication can be commenced within 6 weeks after authentication of declaration if the newspaper/magazine is to be published once a week or more often and within three months in other cases.

 For Change in Declaration

Fresh declaration can be filed by any publisher and printer desiring to make changes in the earlier declaration on the following grounds:-

• Change of printer and publisher.
• Change of title.
• Change of ownership.
• Change of Editor.
• Change of periodicity.
• Change of publication.
• Change of place of printing.
• Change of price.

  a) In Documents Required if printer or publisher changes:-

• Four copies of Form B Click to Download
• Affidavit Click to Download
• Three specimen signatures of the publisher along with a passport sized photograph attested by a Gazetted Officer.
• Ceasing forms Click to Download to be signed by previous publisher and appear personally.
• The original copy of earlier declaration that has already been authenticated from this office.

    b) In case change of title and language documents needed:-

• RNI needs to give a new title clearance to the publisher/printer.
• All other relevant documents needed in a fresh case also need to be submitted.

    c) In case there is a change in periodicity:-

• 4 copies of form B need to be submitted by the publisher will Click to Download
• The Original copy declaration already authenticated from this office earlier.

    d) In case ownership of the newspaper/magazine is change documents required:-

• 4 copies of Form-B Click to Download
• Rs.10/- Affidavit attested by 1st class Magistrate, SDM/ADM Click to Download
• Original copy of earlier declaration authenticated from this office.

    e) In case Printing Press is changed, documents required:-

• Form-B (4 copies)Click to Download
• Duly attested photocopy of Printing Press declaration by GOs.
• The Original copy declaration already authenticated from this office earlier.

    f) In case of change of Editor, documents required:-

• 4 copies of Form-B Click to Download
• The Original copy declaration already authenticated from this office earlier.

    g) Documents required if the price is changed:-

• 4 copies of Form B. Click to Download
• The Original copy declaration already authenticated from this office earlier.

 C) If you want to install a new printing press:-

Application Form (Click to download) along with documents listed below (Three copies of each):-

• Photograph of applicant.
• Three signature specimens.
• Photocopy of receipt of the machinery of the press and any other related documents, challan etc.

All of these are to be duly attested by Gazetted Officer.

Civil (Old Series) (Click to download) Declaration under section 4/5 of the Press & Registration Book Act, 1867 Amended by the Act V 1890.

If the applicant is the owner of printing press, documents needed are:-

• Three copies of Ownership Proof attested by a Gazetted Officer i.e. copy of G.R.A., S.P.A. etc.
• Affidavit (Click to download) on Rs. 10/ stamp paper attested by notary.

In case applicant is not the owner of the premises, the following documents are needed:-

• Copy of rent receipt as well as rent deed attested by a Gazetted Officer.
• Copy of the No objection certificate from the landlord of premises on Rs. 10/- stamp paper duly by Notary Public with his seal.

The owner of property is to submit Specimen of Affidavit to install printing press in his own property (Click to download) on Rs.10/- non-judicial duly attested by Notary Public.

Owner of property who is giving property on rent for installation of printing press to submit Specimen of Affidavit (Click to download) on non-judicial stamp paper of Rs.10/- attested by Notary Public.
