Basti Vikas Kendras




DUSIB, which was earlier known as the Slum & JJ Department, is calling upon non-governmental and voluntary organizations and other charitable trusts to apply for BVKs or Bal Vikas Kendras for JJ areas. This step is in accordance with the plan of Construction of Community Hall/Basti Vikas Kendra.

BVKs are formed with the aim to improve basic facilities in JJ areas such as health care, literacy, improvement of employment generating skills, vocational guidance programme, educational information and more to the residents of these areas. It is expected that organizations and Trusts working for social welfare will take advantage of this scheme and work in these areas. Decision No. 5633/GW/Corp., taken on 6 January 1997, was responsible for  allocation of BVKs to voluntary organizations and the licence fee was fixed at just Rs. 100/- for a year.

It was as per the instructions of the then Mayor, MCD that the BVK allocation was suspended for some time since he had noted in the returned file the need to formulate a new policy regarding allocating BVKs. Hence new terms and conditions were approved regarding allocation of BVKs which are detailed in the A, B and C annexure. As of now, 48 BVKs are available which either partly occupied or fully unoccupied. There are in total 264 BVKs.

Who Can Apply

Any voluntary organizations or Trusts can apply for BVKs. A society, if registered, can send in their application. Even organizations such as Basti Vikas Samiti or self help groups are also entitled to apply.

Application Form

The application form is available in a stipulated layout and this format has to be followed strictly.

Mode Of Selection

Since the main endeavour of this scheme is to see to it that BVKs function to its optimum and bring about positive changes in JJ areas in terms of development and other services, there are certain parameters that are looked into while allocating BVKs. The organizations applying for BVKs should ensure that they have these resources.

(iii) Finance
(iv) Experience

With a view to make the whole process transparent and every detail known to the public, detailed information and procedures concerning allocation of BVKs, the NGOs selected and their activities will be available in public domain. All the information is even uploaded on the website.

Annexure ‘B’

Following are the terms and conditions as prescribed by the Board regarding the allocation of BVKs.

The BVKs have to use only for the mentioned purpose and that is for bringing about developmental activities in the JJ areas. Under no condition shall these spaces be used for any other purposes. Neither can these Kendras be allotted to any other organization or any person for any other purpose other than what are mentioned.

The space has to be maintained as it is and not additional construction can be made.

The organization to which the BVK is allotted will have to pay a refundable security amount of Rs. 10,000/- to the DUSIB. If the organization is found to violate any rules prescribed by the Board, then the Board has full authority to forfeit the amount.

The allocation will be given only on conditional and provisional basis and the organization has to pay a licence fee every month @ Rs.2/square feet. If the concerned organization fails to pay the amount for a particular month, then the allocation will be cancelled.

Another condition that the organization has to fulfil is that if any official work comes up for the government, then it has to vacate the premises. No compensation will be available to the concerned organization in such a scenario.

Though DUSIB will take care of the maintenance and repairs of the building from time to time, the organization will have ensure the cleanliness of the space allotted, pay the electricity and water bills and also ensure the safe custody of furniture and fixture.

The voluntary organization or the Trust who has been allotted the BVK will have to work sincerely  to bring about development in the JJ areas and these activities should be carried out on the policy of no profit/no loss. It will also have to submit the accounts statement for the year to the Board, which will mention all details about the income and the covered expenditure.

It should also keep the data of the social and economical conditions of the area where they will be working. A format is available for the same and the organization has to follow the same.

It is also expected of the organization to send a detailed report regarding the activities undertaken by it in the BVK to the DUSIB. This report has to be submitted every six months.

DUSIB shall send officers to check on the BVK activities and those of the organization from time to time and the organization is expected to cooperate with the Board and provide all information or any information as requested.

It should be noted that no right or title regarding BVK is conferred on the organization.

It is also expected of the organization to motivate the residents of these areas to participate in the management of BVK and take their help in the developmental activities undertaken.

Any decision regarding BVK rests wholly with DUSIB. It has the right to cancel permission any time. The decision taken by the CEO of the DUSIB will be final under such a circumstance.

It should also be noted that if the local MLA suggests any voluntary organizations, then they will be given priority. The performance of the NGOs will be taken into account as per the new rules, when it comes to their renewal
